ASCENSION PARISH
TRANSPORTATION COMMITTEE MEETING
The Meeting of the Ascension Transportation Committee Meeting held on Monday,
November 18, 2019 at 6:00 P. M. in the Council Meeting Room, Courthouse Annex,
Gonzales, Louisiana.
Chairman Aaron Lawler called the meeting to order.
The invocation was given by Dempsey Lambert and the Pledge of Allegiance recited
by all present.
Members Present: Aaron Lawler, Dempsey Lambert, Todd Lambert, Bill Dawson.
Members Absent: Benny Johnson
Agenda Item #3 – Public Comments Period / Addition to Agenda
Agenda Item #4 – Chairman’s Report
Agenda Item #5 – Acceptance of minutes of October 7, 2019 meeting as
written.
A motion to accept the minutes was made by Bill Dawson and seconded by
Todd Lambert.
No objections. Motion carried.
Agenda Item #6 – Department Report. (Mike Enlow, Assistant DPW Director)
There was a discussion.
Chairman Aaron Lawler request a roll call vote to added item #6A – A proposed
Ordinance to go forward for require ROW on Tiggy Duplessis Road.

Agenda Item #6A – Ordinance to authorize the Parish of Ascension, to
purchase or otherwise acquire certain parcels, Rights of Way, and/or
servitudes for the Tiggy Duplessis road safety widening (La 621 – Duplessis
Road) Project. (Councilman, Aaron Lawler)
A motion was made by Todd Lambert and seconded by Bill Dawson to send to full
council.
No objections. Motion carried.
Agenda Item #7 – Resolution – authorizing the Infrastructure Division
Director of the Transportation & Engineering Department to install traffic
calming devices so as to discourage speeding and cut-through traffic in
residential neighborhood. (Mike Enlow, Assistant DPW Director)
A motion was made by Todd Lambert and seconded by Bill Dawson to defer this
item to legal for further discussion.
No objections. Motion carried.
Agenda Item #8 – Proposed Ordinance – to amend the Ascension Parish Code
of Ordinances, Chapter 19, Roads, Bridges and Other Public Ways, Article I. In
General, Section 19.1 – Adoption of Road System Manual.
A motion was made by Todd Lambert and seconded by Bill Dawson to defer this
item to legal for further discussion.
No objections. Motion carried.

Agenda Item #9 – “Amendment No. 7 to the Master Contract for General
Engineering Consultant Services – Transportation Master Plan Development
and Implementation between HNTB and Ascension Parish Government to
renew the existing contract for an additional year beginning on 12/20/2019
through 12/20/2020 with a budgeted amount of $1,575,119 for the term of
this contract”. (Mike Enlow, Assistant DPW Director)
A motion to approve was made by Dempsey Lambert and seconded by Bill Dawson.
No objections. Motion carried.
Agenda Item #10 – Budget Amendment for $1MM from Road Construction for
additional task orders under the Mover Ascension Program. (Mike Enlow,
Assistant DPW Director)
A motion to approve was made by Todd Lambert and seconded by Bill Dawson.
There was a discussion.
No objections. Motion carried.
Agenda Item #11 – Resolution for temporary Speed limit reduction for LA 930
until after construction is completed. (Mike Enlow, Assistant DPW Director)
A motion to approve was made by Dempsey Lambert and seconded by Bill Dawson.
No objections. Motion carried.
Agenda Item #12 – Resolution – 2020 Unitary Plan – to establish a Capital
Improvements Program for 2020, 2021, and 2022 as required by the State of
Louisiana. (Tacie Rabalais, Project Engineer)
A motion to approve was made by Dempsey Lambert and seconded by Todd
Lambert.
No objections. Motion carried.

There being no further business to come before this Commission, a motion
was made by Dempsey Lambert and seconded by Todd Lambert to adjourn the
meeting at 7:04 PM.
