Minutes for October 9, 2012 Utilities Committee MeetingrnMeeting was held at the Courthouse Council Meeting RoomrnrnThe meeting took in at 6:18 on Tuesday, October 9, 2012.rnInvocation & Pledge of Allegiance was led by Councilman Bryan MelanconrnPresent: Chairman Benny Johnson, Councilman Oliver Joseph, Councilman Travis Turner, Councilman Randy Clouatre & Councilman Dan Satterlee rnAbsent: NonernPublic Comment Period: Chairman Benny Johnson instructed any wishing to speak on an item to please sign up. No speakersrnCertificate of Substantial Completion for CDBG was presented by Chief Engineer Ben Laurie. A motion was made to send to Full Council by Councilman Randy Clouatre and seconded by Councilman Oliver Joseph.rnrnDEQ Presentation was made by Chuck Bourg, DEQ. Mr. Bourg gave an overview on how DEQ manages & addresses water quality. Committee members were given the opportunity to ask questions about timelines.rnPresident Tommy Martinez asked about targets for DEQ Qualifications on water quality & Ozone targets.rnCouncilman Randy Clouatre asked about how DEQ addresses backflow from Greater Baton Rouge into Ascension Parish. rnCouncilman Satterlee requested a list of impairments from DEQ agent. He was instructed to go to DEQ’s website to retrieve the list.rnCouncilman Oliver Joseph questioned the timeline for Ascension Parish to implement changes. DEQ agent advised that at this time, TMDL is 3 years. rnrnrnHighway 73 Treatment System report was given by Mr. Bob Turner, Engineering Department. Mr. Turner explained projected procedure before sewer actually flows through Highway 73 Treatment System.rnDiscussion of fact finding trip to Lake Charles, La. & Morgan City, La. Chairman Benny Johnson spoke about the facilities that were viewed on the trip. rn(Morgan City: 2001 Youngs Road Morgan City & Lake Charles: 3820 Tank Farm Road Lake Charles)rnChairman Johnson reported that information was gathered from a technology standpoint as well as a maintenance standpoint for guidance on a new facility for Ascension Parish. rnrnAdjourn A motion was made to adjourn by Councilman Oliver Joseph & seconded by Councilman Travis Turner
