TRANSPORTATION COMMITTEE MEETING MINUTESrnTUESDAY, SEPTEMBER 13, 2016 – 5:30 PMrnrnThe meeting of the Transportation Committee was held on Tuesday, September 13, 2016 at 5:30 p.m. in the Council Meeting Room, Courthouse Annex located at 828 S. Irma Blvd., Gonzales, Louisiana.rnrnChairman Todd Lambert called the meeting to order at 5:35 pm.rnrnMembers Present: Chairman Todd Lambert, Councilwoman Teri Casso, Councilman Aaron Lawler and Oliver Joseph. Councilman Randy Clouatre also attended the meeting. rnrnMembers Absent: Councilman Dempsey LambertrnrnThe invocation was given by Councilman Clouatre and the Pledge of Allegiance was recited by all present.rnrnAgenda Item #3 Public Comments Period / Additions to AgendarnrnNo one signed up to speak on any agenda items.rnrnAgenda item #4 Acceptance of minutes of July 12, 2016 meeting rnrnA motion was made by Councilwoman Teri Casso and seconded by Councilman Randy Clouatre to accept the minutes of the July 12, 2016 meeting as written. No objections. Motion carried. rn rnAgenda Item #5 Chairman’s Report/Announcementsrnrn Chairman Todd Lambert asked residents to use caution while traveling the roads due to the large amounts of flood debris along the roadsides.rnrnAgenda Item #6 DPW Report & Committee Concernsrn rn Bill Roux announced that the 2015 Road Maintenance Project has been completed and stated that they are moving forward with the contract for road pavement overlay. Road lists will be approved by the council and given to a contractor in phases. rn rnCouncilman Oliver Joseph entered the meeting at 5:41 p.m.rnrn Councilwoman Casso asked Mr. Roux if they are still using road data captured by the road scan for prioritizing roads in most need of maintenance, to which Bill replied, “yes” they will be using the data gathered from that road scan.rnHe reported that parish roads and bridges are now being inspected and assessed.rnAny FEMA funds for damaged roads would be added to the $4 million budgeted for road construction. There was further discussion about funding the Master Transportation Plan for the parish.rnrn Councilman Aaron Lawler entered the meeting at 5:44 p.m.rnrnAgenda Item #7 Proposed Resolution – 2016 – 2018 Priority for Off-System Bridge Replacement Certification Program Renewal – Bill gave a recommendation for approval for this annual renewal for off-system bridge certification program. A motion was made by Councilman Clouatre and seconded by Councilman Oliver Joseph. No objections. Motion passed to council for approval.rnrnRoads for discussion of acceptance into the parish maintenance system as follows: (Ricky DeArmond)rnrnParker Place subdivision, 1st filing:rnrn Parker Place Drive ……………………………………. 2046 ft.rnrnApproved on a motion by Councilman Joseph and a second by Councilwoman Casso. Motion passed to council for approval.rnrn Buchanan Court ……………………………………….. 645 ft.rnrnApproved on a motion by Councilman Joseph and a second by Councilman Lawler. No opposition. Motion passed to council for approval.rnrn Canora Court ………………………………………………. 650 ft.rnrnApproved on a motion by Councilman Joseph and a second by Councilwoman Casso. No opposition. Motion passed to council for approval.rnrn Yorkton Avenue ……………………………………………. 560 ft.rnrnApproved on a motion by Councilwoman Casso and a second by Councilman Joseph. No opposition. Motion passed to council for approval.rnrnBill then updated the committee on the parish/state mowing and litter contract between the parish and DOTD. There will be future meetings to discussions for the state to possibly contract this work out with the parish pitching in to share costs for the services. Bill will keep the committee updated on this agreement as it develops.rnThere was also discussion about the proposed I-10 widening to LA Hwy. 73 by the state. rnrnAfter no further discussion a motion was made by Councilman Clouatre to adjourn.rnCouncilman Joseph gave a second to the motion. Motion passed. The public meeting adjourned at 6:11 p.m.
